Initiatives – Making Illinois less attractive to illegal aliens
AFLA Recommends the following Initiatives:
 100% screening of all individuals arrested
 287g training for The Illinois State Police
 Retain state income tax refunds from fraudulent Social Security  numbers
 An in-depth study of the impact of illegal aliens on state expenditures
 Ban driving certificates for illegal aliens
 Enforce mandatory auto insurance laws now on the books
 Establish on-line auto insurance validity check for state and local agencies
 Limit Welcome Center benefits to those with lawful presence
 Enact legislation requiring documented lawful presence for marriage licenses
 Audit state employees for work eligibility and use E-Verify for new hires
 Require state contractors to provide proof that they employ eligible workers exclusively
 Require state contractors to use E-Verify
 Ban any contractor caught hiring illegal aliens from future state contracts for five years
 Bill the federal government for costs of illegal alien services/benefits
 Comply with federal Real ID requirements
 End any and all state subsidies for university/college tuition (including in-state rates) to illegal aliens and
their children
 Forbid state assistance in providing or processing home loans for illegal aliens
 Require photo ID for voters
 Penalize cities and counties that adopt sanctuary policies
 Enact job protection legislation
 Require seizure of vehicles licensed using fraudulent documents
State Level Initiatives are needed to Combat
the Influx of Illegal Aliens in Illinois
•  Illinois has become the fourth most popular home for illegal aliens, behind California,
Texas, and Florida.
•  According to an analysis of the US Census 2007 Current Population Survey, an
estimated 288,000 illegal aliens hold jobs in Illinois.  They are taking jobs from 804,000
unemployed native-born adults with limited education (high school diploma or less) and
403,000 unemployed native-born teens in Illinois.
•  The average illegal alien household size in Illinois is 3.8 persons (compared to 2.4
persons among the native-born), resulting in a per capita household income of only
$12,391.  The native-born in Illinois experience a household income of $28,300.
•  7% of the Illinois K-12 school population (155,000 children) consists of illegal aliens
and US-born children of illegals.
•  Of all households in Illinois headed by an illegal alien, 39% are using some sort of
major welfare program such as rent subsidies, cash assistance, food assistance, or
Medicaid.
•  15% of the state’s uninsured consist of illegal aliens and their US-born children.
•  A private group estimates the cost of illegal aliens to Illinoisans at $3.5 BILLION a
year.
•  The Illinois Policy Survey indicates that 66% of Illinoisans feel that illegal aliens are
either a “Big Problem”  (32%) or “Somewhat of a Problem”  (34%).
•  “As of November 16, 2007, no fewer than 1562 pieces of legislation related to
immigrants and immigration had been introduced among the 50 state legislatures. Of
these bills, 244 became law in 46 states. 11 bills have been vetoed by governors. Two
measures are pending governors’ review.  State legislators have introduced almost
three times more bills in 2007 than in 2006.  The number of enactments from 2006 (84)
has nearly tripled to 244 in 2007.”  (from the National Conference of State Legislatures
